Is this really a private label re-seller service?

this new plan by paying (monthly or annually) and then

the online form. Make sure to indicate that you are upgrading your
account in the PayPal and Comments sections.
After you have signed up for the upgrade,
and have received the receipt in your E-mail from PayPal that your
payment has went through, you can log back in to your PayPal account and
cancel your OLD hosting account. Make sure you don't cancel your
new account, and also make sure you don't cancel your old one until
AFTER you sign up with a new account.
We will then upgrade your current account, so it is
